- Description: Administers two programs: CTAP, California Telephone Assistance Program, and CRS, California Relay System. CTAP has a variety of telephone equipment available for individuals who are hard of hearing, deaf, speech impaired, or other disability. If an individual needs any type of teletype service (TTY/TDD), the CRS connects the assistive telephone to the relay system. 711 can be used as a shortcut to CRS. Discount on phone service available to disabled individuals.
