- Description: The Northern California Indian Development Council (NCIDC) provides programs to improve the quality of life for Native Americans of all ages. NCIDC is not affiliated with any specific tribe; it serves all Federally recognized tribes in California. NCIDC's Crescent City Field Office administers both the Job Training Partnership Act (JTPA) and Community Service Block Grant programs. 1. JTPA services include: Job and Career Counseling Referral and Placement; Work Experience (WE); Community Service Employment (CSE); On-the-Job Training (OJT); and Classroom Training (CRT) 2. Community Service Block Grant provides emergency services to economically disadvantaged American Indians and assists with improving social and economic conditions. 3. Indian Education Program
