- Description: The Purpose of California Work Opportunity and Responsibility to Kids (CalWORKs) is California's Temporary Assistance for Needy Families (TANF) Program. CalWORKs provides temporary financial assistance and employment focused services to families with minor children who have income and property below state maximum limits for their family size. There are two major components to CalWORKs: Employment assistance Financial assistanceHousing Support Program (HSP) FY 25-26 NoticeThe HSP is a locally administered program that is intended to foster housing stability forCalWORKs families at-risk of or experiencing homelessness. Using a rapid rehousingmodel to assist CalWORKs families in obtaining permanent housing. The HSP mayprovide temporary shelter, help with moving costs, short to medium term rental subsidies,and wrap around case management. CalWORKs families at-risk of homelessness mayreceive homelessness prevention services to help regain stability in their current housingor move and achieve stability in a new housing location. Services may include rental orutility arrears, late fee payments, security deposits, rental assistance, landlord mediation,repairs, habitability improvements, housing navigation, relocation, and connection tohousing stabilization services. CalWORKs families facing eviction receive preventionstrategies that can include short term or one-time financial assistance payments, paymentof back rent, court fees, and more substantial case management or other supportiveservices.To be eligible, families must be recipients of CalWORKs and meet one of the followingthree criteria:1) Homeless as defined by 24 CFR section 91.5 under Homeless, or2) At risk of homelessness as defined by 24 CFR section 91.5 under At risk ofhomelessness, or3) At risk of homelessness when a family is:. experiencing housing instability, including families who have not yetreceived an eviction notice, and for whom housing instability would be abarrier to self-sufficiency or child well-being;. have no subsequent permanent residence secured; and. lack resources or support networks needed to stabilize their unique housingsituation and secure subsequent permanent housing.
