  • Description: Utility payment program that can offer income-eligible residents of Sacramento, Sutter, and Yuba Counties a credit to their utility bills. HEAP is available for customers of PG&E, SMUD, or those who heat their homes using wood, propane, or oil purchased from a vendor. Along with the utility credit, clients will also receive valuable information about energy conservation and practical tips on how to save energy and keep your utility bill at a manageable level. Factors considered include funding availability and the cost of energy within the county where the household resides. HEAP provides one payment, ranging from $300 - $600 every 12 months. HEAP is not an emergency program, and it will take two or three months before a credit appears on the applicant's utility bill. Due to the reduction of applications that will be processed this year and the requirement of the State of California to prioritize certain applications, applicants may not be assisted during this contract year. HEAP is an assistance program. HEAP will only credit one utility company and that credit will take 8-12 weeks to appear on your utility bill. If you receive a HEAP credit, you are still responsible for paying your utility bill while the credit is being processed.

  • Eligibility: Priority for HEAP services is given to applicants who meet the following criteria:- Must be low-income- Must have a high energy burden (the percentage of the household income that is spent on the energy bill(s))- Must have a resident in the household that is part of a vulnerable population (i.e. seniors over 60 years of age, disabled persons, and children under 5 years of age)- Must reside in the home for at least long enough to receive a full 30-day cycle bill from the utility company.Utility Assistance 2024 Income Guidelines:1 Person: $2,882.83 Monthly, $34,593.96 Annually; 2 People: $3,769.83 Monthly, $45,237.96 Annually; 3 People: $4,656.83 Monthly, $55,881.96 Annually; 4 People: $5,543.92 Monthly, $66,527.04 Annually;5 People: $6,430.92 Monthly, $77,171.04 Annually;6 People: $7,317.92 Monthly, $87,815.04 Annually; 7 People: $7,484.25 Monthly, $89,811.00 Annually;8 People: $7,650.58 Monthly, $91,806.96 Annually;9 People: $7,816.92 Monthly, $93,803.04 Annually;10 People: $7,983.17 Monthly, $95,798.04 Annually
  • Requirements: Please provide the following information with the application: 1. Copies of all sources of income from everyone residing in the home for the last 6 weeks. 2. Copies of the current utility statement from SMUD, PG&E, propane, oil, and wood bills. 3. Both a Social Security card and a State-issued identification for all adults in the household. 4. Rental agreement or a receipt, or a mortgage statement. 4If an applicant receives a Housing Choice Voucher (Section 8), HUD, or low-income Housing, they must provide a current statement showing the rent amount, utility allowance, and reimbursement payment.
