Eligibility: Utility Billing: Residents of Folsom.Utility Relief Program: Low-income residents of Folsom who meet income eligibility (200% of the Federal Poverty Guidelines, effective as of January 2025). The utility service bill must be in the applicant's name, or the applicant must be an authorized person on the account. Applicant must be residing at the property that receives services.
