  • Description: Provides financial assistance to aged, blind, or disabled non-citizens who are Legal Permanent Residents (LPR) and are not eligible for SSI/SSP due to immigration status. CAPI is a state program that mirrors the regulations for SSI/SSP. Benefit payments are equal to the SSI/SSP payment standards. CAPI participants may be eligible for Medi-Cal, In-Home Supportive Services (IHSS), Protective Services, and/or Food Stamp benefits. Individuals requesting such benefits must file the appropriate application for the other program.

  • Eligibility: To be eligible for CAPI, an individual must:- Be ineligible for SSI/SSP solely due to immigration status,- Be aged, blind, or disabled,- Be a resident of California,- Have resources below the allowable limits of $2,000 for an individual or $3,000 for a couple,- Have income that is less than the CAPI payment standards, and- Be a non-citizen and a Legal Permanent Residents (LPR)CAPI benefit amounts vary depending on an individual's marital status, living arrangement, and income. The payment standards are the same as the SSI/SSP payment standards.
