Offers diversion opportunities for youth at risk of entering the juvenile justice system. Works with the youth, their families, and the community to address the harm caused by juvenile offending. Monitors the youth's progress in completing agreements. Support services include:
- Community service opportunities as appropriate
- Addressing truancy and school performance
- Alcohol and drug education
- Job placement services
