- Eligibility: The Program is for citizen's who want to help reduce crime and increase law enforcement services to the community. C.A.P. members are required to attend the Citizens Academy plus added classes to train them for assisting the Police Department in its many duties. Our C.A.P. members are asked to volunteer a minimum of 8 hours per month, attend monthly meeting and make a year commitment to the program.
